I've been confused for over a month about a ruling in which even scholars seem to to be split in half about it. SO I was wondering if I could do istikhara to be sure which is the right ruling on a matter in which it is not clear.

Yes, you can.
Even if its jus a matter of ikhtilaaf.
Although, if something is doubtful, it is better that one leaves it.
You should've posted this in Abu Mus'ab's thread, woould've got a better answer from him.There is rest only in the aakhira.
