      Some of the scholars, like Ibn Hazm, hold the opinion that it is permissible for a stranger to look at that (of a woman) which she is allowed to display such as the palms and face (as long as it is) without desire, and there is no doubt that the wife of the maternal or paternal uncle is a stranger, but the opinion held by the majority and that which the authentic evidences from the Sunnah and the Qur'ān point toward is that it is not permissible to look at a woman who is a stranger even if it be without desire with exceptions being the first glance or when the Judge has to look and so forth.

        What we have - in some institutions - is freemixing from people who should know better.
        By having men and segregated in patitions, rooms or halls. The women do not need to see the male speaker, nor does he need to see the women. Its even eaiser to do this nowadays with speakers and microphones etc.

        Yes deviants nowadays have no issues free mixing, lowering the gaze is a minor issue for them,
