How to submit questions to islamweb arabic?

I am trying to submit a question on islamweb arabic and I get this message:

I am in Canada, so hours are different but I try to do at new hour at some times and it is no luck. So I was wondering, what's the best way and time to submit a question to islamweb arabic?

Seems like you have to act quick in order to get your question in under the limit they set per hour.

Make sure you have your question typed and ready to send. When the hour strikes, then press the "send" button on your email.

I'd say make sure you're following an atomic clock that is calibrated instead of the battery-powered clock you might have in your kitchen or an alarm clock. You can access such a clock online.

Just keep trying. You're bound to catch a break some time.

      Someone told me this:

I just saw something on the source code of the page that makes me believe that it's closed permanently. There's this parameter called "Hour Limit" and they're sitting it at -1. Meaning the limit will always be smaller than the number of questions to be submitted.

      is this true?

In order to generate an automatic response, I imagine the site would have to have some kind of setting that would trigger it.

The question would be: is it still set at "-1" at the time when the questions are opened up?

          Ok, I'll keep trying.

On the side, may I private message you something I came across?

If I say "yes", does that mean I HAVE to message you back?

            Just kidding. Go for it.

I think this person has at least one other account here under a different name but same IP.
