What are you talking about? Foreign fighters were already in Afghanistan, thats one reason it was attacked - to get rid of the training camps.

Almost all the foreigners in Guantanamo were arrested in Afghanistan originally

well you never see people putting up videos saying to have jihad there, al qaeda have left and its only taliban alone there
