    These are all hypothetical situations and none of us are scholars. I don't know of any evidence that would not allow education outside of an Islamic state

      When Sharia law was applied to all aspects of life, Muslims didn't need to go anywhere to learn, Europeans used to come to Muslim land to learn, because when sharia law is implemented, you find progress in all aspects of life.

        Could you expand on this please? Progress in what areas?

          Sharia law when applied, the government becomes responsible of saving people lives, property, dignity, (two other things I can't recall now), and the welfare of the nation in general.

          In order to do so, Sharia has laws that insure all of the above, they are many but I will tell you about those which are related to advance in sciences.

          There is a base in Islam called "Fard Kefayah" that means an obligation when done by a group, the others don't have to do it, like being a doctor, engineer, warrior, etc.. The government has to ensure that those "Fard kefayah" are fulfilled (enough of every specialty).

          I'll give you an example from history (800- AD), during the Ummayad era.

          No taxes applied (except for 2.5% Zakat/year/net profit above a certain value), that leads to prosperity in trading and wealth.
          The Government offered free heath-care in hospitals for citizens, plus funded laboratories for the physicians to make their researches on diseases and medication.
          Funding scientific researches in all needed science branches plus giving wages to scientists so that they could free themselves for research purposes, in order to cover the nation needs.
          Establishing schools covering all areas of knowledge.

          This was based on Quran and hadeeth that encourage science and learning and show that men of knowledge have high values, like :
          "Only those fear Allah , from among His servants, who have knowledge." (35:28), "Allah witnesses that there is no deity except Him, and [so do] the angels and those of knowledge - [that He is] maintaining [creation] in justice. There is no deity except Him, the Exalted in Might, the Wise." (3:18), and hadeeth "whoever goes in a path seeking knowledge, God gives him an easy path to paradise"

          This resulted in the advance of science in the Islamic countries more than other countries. Europeans used to travel to Muslim countries to learn science an knowledge.

          This continued till the Muslim countries started to become weak during the late middle ages and stopped applying this part of Sharia law, while western countries started advancing. It is not forbidden in Islam to acquire knowledge from other countries, as early Muslim scientists did take Greek sciences and translated them. The point is; when Sharia law is applied, the normal course will be that Muslim countries will excel and there will be no need for sending Muslims to other countries except in rare cases.
