i want to to get a car so that when i get start my course in Madinah i can drive to Masjid Nabawi and back every day.

If your not from the UK or America, you will have to take a driving test and be issued with a driving licence if you want to drive in Saudi.
A UK or USA citizen can get their licence approved and an Saudi one is issed without a test. You will have to pay the licence fee.
You will also need a letter from the Uni allowing you to buy a car.
After the paper-work is done for both your licence and car documents you are able to drive without problem. There is paid parking available; underground at Masjid al Nabwi and you can come and go as you want.
There is also a bus service from Madinah Uni to the Haram on a daily basis... up until you get your car you can use this service. Insha'Allah.
