Simply put 'cosmetic surgery' is haraam, but surgery for a valid reason (like mentioned in the above fatwa) is not.
"The `Aalim knows who is a Jaahil, because he used to be a Jaahil before. But the Jaahil does not know who is an `Aalim, because he was never an `Aalim before."

Cosmetic surgery is haram, in the main reconstructive surgery is permissible. This is an overly simplistic answer.Comment
