Ramadan, Eidain and Hajj 1419 Dates

According to official Saudi Taqweem 1419 Ramadan starts in Saudi Arabia on Sat. Dec. 19, 1998, Eid al-Fitr is on Monday, Jan. 18, 1999, Hajj on Friday, March 29 and Eid-Adha next day, on Saturday. The assumption is that a crescent
moon may be seen the previous evening on Dec.18, 1998,  Jan. 17, and March 17, 1999. The fact is that a crescent
moon CANNOT be SEEN on these dates for obvious reasons.

Date Age Sunset Moonset Angle Altitude Remark
Dec. 18, 1998 -8.0 hr 5.42 pm 5.30pm 5.8 -2.4 Before New Moon. Moon sets BEFORE sun
Jan. 17, 1999 -0.48min 6.01 5.56 2.3 -0.8 Before conjunction. Moon sets BEFORE sun
Mar. 17, 1999 -3.3hr 6.31 6.19 3.4 -2.6 Before conjunction. Moon sets BEFORE sun

Obviously, a crescent moon CANNOT be SEEN on any of these dates in Saudi Arabia. How can you see a moon before it's
birth and when the moon had already set before  the sunset?
