No, logically, can't the boy steal the bike and ask for forgiveness rather than just praying for a bike and hoping that Allah listens to his prayers?
To the best of my knowledge, for forgiveness to be given, the boy's pleas and repentance have to be sincere.
For example, if the boy steals the bike out of frustration and desperation, then realizes what he did was wrong, he can repent and be forgiven. However the same is unlikely to be true if the boy steals the bike, thinking all he has to do is ask for forgiveness afterward. A key to repentance is to be sincere about not recommitting the same sin/making the same error (at the specific time when forgiveness is being sought).
So for example, if the boy steals the bike, sincerely repents afterwards and commits himself (consciously) to not doing the same thing again, his repentance would likely be accepted. If the same boy, one month later falls back into a similar position of desperation and steals another bike (or the same bike) again, this does not erase the earlier repentance and simply necessitates it again. However, the boy can't simply be saying to himself each time "I'll steal the bike now, *pretend* to be sorry, ask for forgiveness later." Without sincerity to cease and attempt to not recommit the questionable act, I don't think repentance is possible.

yes exactly and i think this sincere tawba will involve him returning the bicycle or if he doesnt know who to return he should give it away to charity if he really sincerely repented and felt ashamed of his crime he would no longer want 2 take benefit of one bicycle which did not belong to him and did not have rights over it
