Modesty in Islam

Why are men and women supposed to cover their arms in Islam? I can understand the need to cover hair, legs, butts, belly, and boobs, but whats so special about arms.

mens arms need only cover for salah,though salah is still accepted with uncovered arms.
the hikmah of allahs commands can be seen ,in the harms when they are not followed.

the awrah,satar of men and women differ as their influence upon the desires differ
