The word "ut-tilat", what does it mean?
I know utl means devoid or destitue. but what does ut-tilat mean?

I think it means 'neglected'.

It is the passive of the verb
عطّل
(a form 2 verb). The meaning here is 'to leave idle' so the passive is "to be left idle"
(ie abandoned)

I need two more translations
In 81:8, what does the word mawoodat mean? I've searched for it in the Hans Wehr dictionary of modern Arabic, I can't seem to find it?
Also.what does u-silat mean?

almawooda is the female infant buried alive
The next question of yours... did you mean su'ilat?
as in...
wa idhal mawoodatu su'ilat?
in that case it means "is questioned"
The root is seen hamza lam and once again this verb is in the passive.
eg you have sa'alat which means she asked
سأَلَت
and if you changed the vowelling according to the passive you get :
سُئِلَت
which means she was asked
