shaykul islaam ibn Taymiyyah (d.728H) rahimahullah mentions in his Aqeedatil Waasitiyah:



الرَّحْمَنُ عَلَى الْعَرْشِ اسْتَوَى

The Most Beneficent (Allâh) Istawâ (rose over) the (Mighty) Throne (in a manner that suits His Majesty). (Ta-Ha 20:5)


Allaah has repeated this theme six times in the Quran

He has said:

إِنَّ رَبَّكُمُ اللّهُ الَّذِي خَلَقَ السَّمَاوَاتِ وَالأَرْضَ فِي سِتَّةِ أَيَّامٍ ثُمَّ اسْتَوَى عَلَى الْعَرْشِ يُغْشِي اللَّيْلَ النَّهَارَ يَطْلُبُهُ حَثِيثًا وَالشَّمْسَ وَالْقَمَرَ وَالنُّجُومَ مُسَخَّرَاتٍ بِأَمْرِهِ أَلاَ لَهُ الْخَلْقُ وَالأَمْرُ تَبَارَكَ اللّهُ رَبُّ الْعَالَمِينَ

Indeed your Lord is Allâh, Who created the heavens and the earth in Six Days, and then He Istawâ (rose over) the Throne (really in a manner that suits His Majesty). He brings the night as a cover over the day, seeking it rapidly, and (He created) the sun, the moon, the stars subjected to His Command. Surely, His is the Creation and Commandment. Blessed be Allâh, the Lord of the 'Alamîn (mankind, jinns and all that exists)! (Al-A'raf 7:54)


And He said:
إِنَّ رَبَّكُمُ اللّهُ الَّذِي خَلَقَ السَّمَاوَاتِ وَالأَرْضَ فِي سِتَّةِ أَيَّامٍ ثُمَّ اسْتَوَى عَلَى الْعَرْشِ يُدَبِّرُ الأَمْرَ مَا مِن شَفِيعٍ إِلاَّ مِن بَعْدِ إِذْنِهِ ذَلِكُمُ اللّهُ رَبُّكُمْ فَاعْبُدُوهُ أَفَلاَ تَذَكَّرُونَ

Surely, your Lord is Allâh Who created the heavens and the earth in six Days and then Istawâ (rose over) the Throne (really in a manner that suits His Majesty), disposing the affair of all things. No intercessor (can plead with Him) except after His Leave. That is Allâh, your Lord; so worship Him (Alone). Then, will you not remember? (Yunus 10:3)


And He has said:

هُوَ الَّذِي يُرِيكُمُ الْبَرْقَ خَوْفًا وَطَمَعًا وَيُنْشِئُ السَّحَابَ الثِّقَالَ

It is He who shows you the lightning, as a fear (for travellers) and as a hope (for those who wait for rain). And it is He Who brings up (or originates) the clouds, heavy (with water). (Ra'd 13:12)



And He has said:
الرَّحْمَنُ عَلَى الْعَرْشِ اسْتَوَى

The Most Beneficent (Allâh) Istawâ (rose over) the (Mighty) Throne (in a manner that suits His Majesty). (Ta-Ha 20:5)


And He has said:

ذِي خَلَقَ السَّمَاوَاتِ وَالْأَرْضَ وَمَا بَيْنَهُمَا فِي سِتَّةِ أَيَّامٍ ثُمَّ اسْتَوَى عَلَى الْعَرْشِ الرَّحْمَنُ فَاسْأَلْ بِهِ خَبِيرًا
Who created the heavens and the earth and all that is between them in six Days. Then He Istawâ (rose over) the Throne (in a manner that suits His Majesty). The Most Beneficent (Allâh)! Ask Him (O Prophet Muhammad SAW), (concerning His Qualities, His rising over His Throne, His creations, etc.), as He is Al-Khabîr (The All-Knower of everything i.e. Allâh). (Al-Furqan 25:59)


And He has said:
اللَّهُ الَّذِي خَلَقَ السَّمَاوَاتِ وَالْأَرْضَ وَمَا بَيْنَهُمَا فِي سِتَّةِ أَيَّامٍ ثُمَّ اسْتَوَى عَلَى الْعَرْشِ مَا لَكُم مِّن دُونِهِ مِن وَلِيٍّ وَلَا شَفِيعٍ أَفَلَا تَتَذَكَّرُونَ

Allâh it is He Who has created the heavens and the earth, and all that is between them in six Days. Then He Istawâ (rose over) the Throne (in a manner that suits His Majesty). You (mankind) have none, besides Him, as a Walî (protector or helper etc.) or an intercessor. Will you not then remember (or be admonished)? (As-Sajdah 32:4)


And He said:

هُوَ الَّذِي خَلَقَ السَّمَاوَاتِ وَالْأَرْضَ فِي سِتَّةِ أَيَّامٍ ثُمَّ اسْتَوَى عَلَى الْعَرْشِ يَعْلَمُ مَا يَلِجُ فِي الْأَرْضِ وَمَا يَخْرُجُ مِنْهَا وَمَا يَنزِلُ مِنَ السَّمَاء وَمَا يَعْرُجُ فِيهَا وَهُوَ مَعَكُمْ أَيْنَ مَا كُنتُمْ وَاللَّهُ بِمَا تَعْمَلُونَ بَصِيرٌ

He it is Who created the heavens and the earth in six Days and then Istawâ (rose over) the Throne (in a manner that suits His Majesty). He knows what goes into the earth and what comes forth from it, what descends from the heaven and what ascends thereto. And He is with you (by His Knowledge) wheresoever you may be. And Allâh is the All-Seer of what you do. (Al-Hadid 57:4)

The late great Scholar Shaykh muhammad ibn salih al uthaymeen rahimahullah mentions in his notes to aqeedah waasitiyah under the chapter heading:

Allaah is above His Throne (istiwaa)
The meaning of Allaah being above His Throne is His Highness and rising over it.

it has come from the salaf that its interpretation is highness, rising and ascent. the meanings of rising and ascent refer to the meaning of highness

The evidence for this is His statement:

الرَّحْمَنُ عَلَى الْعَرْشِ اسْتَوَى

The Most Beneficent (Allâh) Istawâ (rose over) the (Mighty) Throne (in a manner that suits His Majesty). (Ta-Ha 20:5)


This is mentioned in seven places in the Quran in the following soorahs: al-Araf, Yunus, ar-Rad, Ta-Ha, al-Furqaan, Tanzil, as-Sajdah and al-Hadid

The refutation against those who interpret it to mean conquer or dominion is from the following points:

1) it is against the apparent text
2) it is against what the salaf have interpreted
3) it bears false implications
