ok, read the step by step rep guide by Al-Nasser, but still have a point which needs clarification:
So I started with 10 rep points (which I assume is the basic number of points allocated to a new member)
I now have 16, however when i check my CP, I only have one member comment from one of the members who repped me, so I assume the comment facility is optional? also does that mean that I can only see who repped me if they choose to leave a comment??

You can still see who repped you, whether they leave a comment or otherwise. Leaving a comment is optional.
how do I see the list of who has repped me then?
I goto my CP and it only shows me that one member.

Well, from what your telling me, you have only had the one person rep you.
The more people that rep you, the longer the list grows (appears as soon as u click on User CP and scroll down slightly)
Therefore you will be able to see who repped you (obviously) and which post they repped u for (by clicking on the thread coloured blue on the left hand side)
then shouldnt that mean i should only have 11 rep ponts then? seeing as i only can see one member comment??

(Rep Power depends on your activity on the forum-how active you r)
Rep power shown underneath rep points ((under your avatar)
For e.g. if i repped you, your rep points would increase to 32.
Oh I think I see now, so that members rep power meant that his 1 rep point translated as my rep points tally increasing by 6.

His or her rep power was six, so his rep icreased your rep points by that power (six).
