Permissability on Giving Zakaat:

Dear Sheikh! As-Salam `alaykum! You must have heard of the earthquakes that happened lately in South Asia. Given the circumstances, can we pay our zakah to those distressed Muslims who have been affected by the earthquakes?


Wa `alaykum As-Salamu wa Rahmatullahi wa Barakatuh.



In the Name of Allah, Most Gracious, Most Merciful.



All praise and thanks are due to Allah, and peace and blessings be upon His Messenger.



Dear questioner, thank you for your question and the confidence you place in our service. We pray to Allah to enable us render this service purely for His Sake.

Islam is a universal call for mercy towards all human beings. It urges Muslims to rush to the help of their fellow afflicted humans especially at times of distress.

It goes without saying that helping Muslims who are in need of our help is one of the most virtuous deeds. The Prophet (peace and blessings be upon him) said: “Whoever meets the need of his brother, Allah will meet his needs.” And he (peace and blessings be upon him) said: “Whoever relieves a believer of some of the distress of this world, Allah will relieve him of some of the distress of the Day of Resurrection. Whoever makes things easier for one who is suffering hardship, Allah will make things easier for him in this world and in the Hereafter. Whoever conceals a Muslim’s faults, Allah will conceal his faults in this world and in the Hereafter. Allah will help a person so long as he helps his brother.”

Here, we'd like to start with the words of the prominent Muslim scholar, the late Saudi scholar Sheikh ibn Baz , in which he states the following:



When there is an earthquake or some other sign such as an eclipse, strong winds, or floods, we should hasten to repent to Allah and pray to Him for safety, and to remember Him much and to seek His forgiveness, as the Prophet (peace and blessings be upon him) said when there was an eclipse: “If you see anything like that, hasten to remember Him, call on Him, and seek His forgiveness.”

It is also mustahab (recommended) to show compassion to the poor and needy, and to give charity to them, because the Prophet (peace and blessings upon him) said: “Show mercy, so that you will be shown mercy.” The Prophet also said: “Those who are merciful will be shown mercy by the Most Merciful. Have mercy on those who are on earth, and the One Who is in heaven will show mercy to you.”



Almighty Allah also says: "Verily Allah helpeth one who helpeth Him. Lo! Allah is Strong, Almighty. Those who, if We give them power in the land, establish worship and pay the poor due and enjoin kindness and forbid iniquity. And Allah's is the sequel of events." (Al-Hajj 15: 40-41)


Allah is the One Whom we ask to reform the affairs of all the Muslims and to bless them with proper understanding of Islam and help them to adhere steadfastly to it and repent to Allah from all their sins.

Moreover, Sheikh `Abdul-Khaliq Hasan Ash-Shareef, a prominent Muslim scholar and da`i sheds light on this issue and states:



Such earthquakes are surely among the natural disasters that affect great numbers of people. In the case of our South Asian Muslim brothers, it is surely permissible for rich Muslims to pay a part of their zakah to help alleviate the pains and the sufferings of those afflicted by the earthquakes. If the relevant governments in the quake-stricken areas open an account to receive donations for helping the victims and their families, then it is permissible for Muslims to pay a sum of their zakah to such accounts. Likewise, if there is any other trustworthy Islamic charitable organization that takes the responsibility of delivering such money to the victims and their families, then there is nothing wrong in paying part of the zakah to them for this purpose.

It is noteworthy that Muslims in such afflicted areas are permitted to receive assistance and financial aid through organizations that help spread aid to the victimized while abiding by the humanitarian relief accords and agreements governing such issues. If any place in the world is afflicted with natural disasters like earthquakes or floods, all countries should rush to help its people according to international agreements.

What is the Islamic legal judgment about charities (run by Muslims) registered as NGO's (Non-Governmental Organizations) collecting and distributing zakat money? Is it lawful (in Islam) for such organizations to use part of the collected zakat money to cover their administration costs (involved in the collection and distribution of zakat)? Some people have claimed that NGOS should not collect or distribute zakat in the absence of Al-Khilafah, (because the Khalifa is the only person who has the right to do so). What is the Islamic opinion about such claims?







It is permissible for non-government organizations to collect and distribute zakat money among those entitled to receive it on the condition that they fully observe the Islamic rules and principles concerning Zakat and take due care that the money so collected is duly given to the needy.

However, it is not permissible for such private organizations to spend the zakat money to cover their administration costs. It is true that the Holy Qur'an has allowed to give some part of zakat money to "A'milin" i.e. the persons appointed by the government to collect zakat. But it is applicable only in the context of an Islamic State which duly manages collection and distribution of zakat. This principle cannot be extended to the employees of private organizations.

The wisdom behind this difference between government and non-government organizations is that in the case of a true Islamic State the persons employed for the collection of Zakat are under constant observation and monitoring of the government itself which can ensure that those employees are not committing any misconduct and that the money allocated for them does not affect much on the interest of the needy for whom the levy of zakat is originally meant. On the contrary, if the same principle is allowed for private organizations there is no recognized authority to check that the zakat money is not spent excessively on the administrative expenses.

Therefore, if private organizations elect to collect and distribute zakat they can do so only on charitable basis and no amount from the zakat money should be spent on their employees or on their administration.

Is it permissible to make donations to organisations such as this (i.e. Media Lens)? On the one hand they do offer good analyses into current affairs and non-Muslims seem to be more open to articles from these types of sources. In addition they do a lot of research which can be used by Muslims beneficially. However on the other hand at times they are or can be against certain parts of the Shariah.



Answer:

Walaikum assalam wa rahmatullah,

It is of the general good to give charity to non-Muslims [See attached answer(s)]. This applies to non-Muslim charities and groups too, as long as their main field of activity is halal.

Imam Abu Bakr al-Jassas, the 4th century AH Hanafi mujtahid imam, explains in his brilliant commentary on the Qur’anic verses containing legal rulings that charity other than zakat may be given to needy non-Muslims because it is considered to fall under the general instruction that,

“Allah forbids you not those who warred not against you on account of religion and drove you not out from your homes, that you should show them kindness and deal justly with them. Lo! Allah loves the just dealers.” (Qur’an, 60: 8) [Jassas, Ahkam al-Qur’an, 1.629-630]

Abu al-Darda’ (Allah be pleased with him) reports that the Messenger of Allah (blessings and peace be upon him, his family, and companions) said,

“Nothing more weighty than good character is placed on the Scales [on the Day of Judgement].” [Tirmidhi 1936, Abu Dawud 4166, Ahmad 26224, and others]

While minimum donations vary by program, in some cases you can give as few as 1000 or 5000 miles. You may have this laying around in an otherwise-forgotten account. These miles might even expire on their own, going to waste. But you can do some good with them. And since most frequent flyer programs keep accounts active with any activity every three years, a small donation can even extend the life of a dormant frequent flyer account.

Collection Of Supplies In The United States

We need to quickly gather enough supplies to fill a FedEx cargo plane and get it to the charitable agencies we are working with in the Tsunami stricken areas of Asia.

Operation Give “Fill the Plane” campaign. If you send it I will make sure it gets over there. Send whatever you can but please do so quickly. The people are in dire need and will not last long without your help.

Give some thought to what they might be in need of. If you send money we will make sure that it goes towards the purchase of much needed items. We are all volunteers and take no compensation for our efforts.

Here are a few suggestions:

Please make sure that you are sending new items. We don’t have time to sort through things here at the warehouse. Time is of the essence.

I plan to take to the streets, work, neigbhood, organise bring and buy over the next few weeks. Inshallah with the help of Allah I will raise as much as possible to help my brothers and sisters.

On the Redcross page, they ask you to choose the type of fund you want the donation to go to. For the Tsunami victims, does anyone know if there's a difference between "Disaster Relief" and the international fund?

Also, does anyone know if there's a way to direct where the money goes (geographically speaking)?

I don't quite understand...the site seems to let you choose whether you want your donation to go specifically to their general fund or the tsunami fund, and there are other options:

I went to redcross.org. In the donation process, it asks you to pick a find. One choice was Disaster Relief, another was International fund (or something like that).

The problem with this is that I don't want my money to go to people who hate me, my family, all Americans, all Jews, all kuffar, etc.

Theatre Community Urged To Donate To Tsunami Fund

Story by Jack Foley

TARA Arts, the London-based theatre company which draws on Indian theatre-craft, has invited British theatres, companies and indivuduals to join its appeal for funds to aid the victims of the Asian Tsunami Disaster.

The appeal is particularly focusing on the millions of children and young people in South Asia whose lives have been dramatically altered by the devastating earthquake and tidal wave on December 26, 2004.

Explains Jatinder Verma, artistic director of Tara Arts: "This South Asian tragedy will have touched many of us personally, whether as tourists to some of the most glorious spots on earth or as members of the global extended family.

"We urge the theatre community in Britain to join us in enabling survivors to begin their journeys out of this epic flood."

The arts group has decided to issue an appeal rather than put on a charity gala in view of the urgent need to get funds to the relief work.

Therefore, anyone wishing to contribute should send donations to:

Tara Arts Tsunami Appeal c/o Guy Chapman Associates, 33 Southampton Street, WC2E 7HE.

Please make cheque donations payable directly to DEC (Disaster Emergency Committee).

All funds received will be sent directly to the Disaster Emergency Committee for onward distribution to the many aid organisations working on the ground in South Asia.

The Boxing Day Tsunami is now believed to have killed almost 150,000 people.

The biggest task now facing the rescue operation is to prevent further people from dying due to the lack of services, supplies and medical facilities in the affected regions.

Tara Arts was launched in London in 1977 and produces theatre for small, medium and large-scale theatre houses as well as schools.

Drawing on Indian theatre-craft, its production style is visually dynamic, marrying texts with music, movement and costume.

There is this website 'The Hunger Site' where you click a button & it takes you to a page where sponser's ads are shown & these sponsers pay money to 'The Hunger Site' every time someone clicks the button & sees their ads..& then 'The Hunger Site' uses it to feed people..

This site has been around for a long time & now today I have noticed that they have written that your click helps to feed the survivors of the Tsunami..

So this is something you can do even if you dont have money to give to help them..here you can help them for free just by one click per day..

A group of authors has banded together to contribute to a new anthology to raise money for the tsunami-hit countries.

New Beginnings, which will be published by Bloomsbury on World Book Day (3 March) will be priced at £5, and all proceeds from the book will go to charities working in the 12 countries ravaged by the Boxing Day tsunami.

me and some friends have raised £700 so far...we hoping to raise a £1000...we been selling things such as ribbons which represents the tsunami earthquake....the colour are yellow and green....we also did a teddy raffle..now we're provding meals from the price of £5....to ppl at college and other places...
