You can use Macromedia Dreamweaver or Microsoft Frontpage to design the pages (HTML/DHTML)! as the scripting language you can use Java Script. As well as you can use Adobe Photoshop to edit images, etc.
if its a server side application then you can use Microsoft Visual Studio 2003/2005 (ASP.NET 1.0/2.0) and as the database SQL Server 2000/2005, etc.

anywhere i can get those softwares FREE on the web?

Much of the web is built using free and/or open source software.
I think the best way to narrow down the choices would be to think about:
1.) Will this site require a database? Or something else that you want to do or store on the server?
2.) Where do you plan to host this site? (That will influence your choice of tools)

Salaam,
I will be free in a months time, if you can wait i will be able to design you a website for free.
On the other hand like some have mentioned you can use frontpage, dreamweaver or if your feeling very confident then you can use a simple notepad or my favourite text editor called "Edit Plus (http://www.editplus.com/)" which you can download and use for free for a limited time.
Do PM me if you are interested.
JK.
