There are TWO opinions - but, I would say it is prohibited to use any materials that contains ethyl alcohol (also called ethynol or SD alcohol). All of these are classified as khamr in Islam, and should therefore be totally avoided. The rubbing alcohol (isopropyl or isopropanol) is not the same, and may be used. I'm sure there are many Halaal alternatives available!
Some Ulama say that where it is not necessary, it is better not to use it, (apply) but we do not say that it is Haraam. (to apply it)
If the percentange of alcohol in this perfume is low, there is no need to worry about using it, but if it is high, then it is better to avoid it.

In other words its allowed, because the level of alcohol is so low that it will not make you insane.

No not at all! Making you insane is NOT a condition, Elji!
