Im not sure where you live and people tend to mean it that but i know for definate down my end in Chicago they say 'Waste-Man' to a person who annoys a person or maybe not but it's more put in one all the swears. It's a better outstanding of the word rather swearing... Many people down here say it often to a person who gets something wrong is quiet...
