Microsoft Front Page, Macromedia Dreamweaver MX, to make good text effects - Adobe Photoshop CS and for animation: Macromedia Flash MX.

What exactly do you want to do?

Do you want to have text effects that are done in graphics via photoshop etc, text effects with 'highlightable' text with CSS or do you meant 'special' effects with java scripts.

Basically there are LOADS of 'text effects' you need to norrow it down a little if possible :D
