yes it is but it wil reduce quality at the same time!

Picture Resizer (http://www.pictureresize.com/picrsz/)
else you can use the powertoys from Microsoft:
Microsoft PowerToys for Windows XP (http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx)
you can download the Microsofts Image Resizer from this link:
Download Image Resizer (http://download.microsoft.com/download/whistler/Install/2/WXP/EN-US/ImageResizerPowertoySetup.exe)
once you installed the Image Resizer follow this tutorial:

erm i dnt have windows xp will it atill work... i have dumb vista where nothing is ever compatible!
