You will have to check that out with the licensed agent in th erespective countries ie., for residents of Canada try the agents mainly in Toronto and for residents of USA try agents in USA - there are scores of them all over USA.

I can name a few reputable ones for both countries if you wish.

You cannot obtain umra or haj visa from a country other than the one you permanently reside or are a citizen of.
