Just a question; is the Islamic Issues mb now open to anyone? It was my understanding that this was for Muslims only?

Yes it is muslims, only if its been open, then I do not know about it.

The reason I asked was that it would appear non-Muslim(s) have been responding to a couple of the threads. So I thought something had changed since I wasn't around much during Ramadhaan.

The threads you're referring to with the replies of a few non-Muslims, are the threads that were initially in other forums, like the General Forum - these threads were then moved to the Islaamic Issues area.
