The mexican's have those big hats - sombrero i think they're called - so all you can see is the front and back tyres of the bike.

The word you in the story doesnt mean anything, so no one of the people is not the readers nationality. The clues to their nationalities are given by which point each person is at in the race. Think about where abouts they are in the race and what they are doing.
