This ayah was revealed because of the jews, it was written in the torah that "Annan nafsa bin nafs" "a life is for a life" "wal 3ayna bin 3ayni'' "and an eye for an eye" etc but they lied and made like it was not writtten in the torah, like they did with the verse concerning rajm (stoning the adulterer)

In a nutshell this ayah was revealed concerning the jews because they didn't rule according to what was revealed in the torah.

Qisaas is permissable in Islam, that ayah talks about qisaas, but qisaas is mentioned in a different ayah "Kutiba alaykumul qisaasu fil qatl...al ayah"

i think the ayah you might be thinking about is the previous one "wa mal lam ya7kum bi maa anzalallahu fa ulaaikah humul kaafiroon" "and whoever doesn't rule by what was revealed by Allah, they are the kaafiroon"

That is where takfir of the rulers comes from, that might be what you're meaning by fight against oppression.

Well, I'l be honest with you...I recite the surah myself and then I look it up in the Qur'an in the surah which I think it's in. But yesterday when sister Kamilah posted the other recitation, that was quite hard for me so I asked a friend whose a haafiz and he helped me with it. I did tell the sister though. Does that count as cheating?...Oh and sometimes I also use the QuranRecitor software.

I don't know. It's hard to explain but it's like...I've been listening, reading and hearing the Qur'an for years. Iv'e read the surahs before back in madressah but some of the ayaahs just stays in the mind. I don't know:S

Lots of ayaah are repeated, it's called "Mutashabihah", in fact this whole few ayaah from surah muminoon are repeated in surah ma'aarij.
