...and comes back with a different name, is it ok for them to act the same way and break all the same rules over and over again until someone catches up with him? What if that person sneaks back in and doesn't publicly apologize for his behavior. What if he is a recent revert who publicly questions peoples Muslim faith when he feels like it?
